This is the group to discuss creation, renaming or deletion of new subhierarchies [or groups] under hamster.* (second-level-hierarchies).
For discussions concerning groups in existing second-level-hierarchies you should use the corresponding groups in the respective hierarchy.
In this group it is recommended to post in english to enable as many people as possible to take part in the discussion.
Discussions on cancel reports can be done in the language of the concerned language hierarchy if subject contains the language-flag.
The hierarchy maintainer (i.e. the person who owns the PGP key to sign controls) is to be elected here as well.

Reporting Spamcancels.

Cancels which were not sent by the author of the cancelled article or his local newsadmin (3rd-party-cancels) should be reported here along with appropriate reasons for its cancelling. The concerned article has to be quoted in those parts, which made the cancel permissible.
Discussions on cancels are on Topic in hamster.admin, so Follow-up has to be set. Additional language flags may be given.
The maintainer of hamster.ALL is authorized to change the status to moderated. In that case he has to announce one global approve in hamster.admin.
In that case only posters who are able to authorize their posting are allowed to enforce 3rd party-cancels.
